In Wisconsin, local units of government include counties, cities, villages, towns and school districts. Special districts may be formed to handle regional concerns, such as police and fire protection. Within the limits of statutory law, each governmental unit has the power to tax and to make legally binding rules governing its own affairs.


VOTING--In Wisconsin, polling is done within each municipality: city, village or township. Proof of identity is required. To find out where you go to vote, call the clerk of your municipality. 

Counties
Wisconsin has 72 counties. Together, they cover the entire territory of the state. The government offices for each county are located in a municipality within the county designated as the "county seat".

The governing body of each county is its board of supervisors.


Towns (Townships)
In the beginning, when Wisconsin's land first was surveyed, the state was divided into 72 counties, which were each  sub-divided into a grid of townships (See Waupaca County map.) Cities and other municipalities grew over this grid, so that today town governments govern all areas of the state that are not included inside the corporate bodies of either a city or a village.

Wisconsin has 1,265 towns, including the entire County of Menominee, which is designated as a town.

Towns have only those powers granted by Wisconsin statutes. These include responsibility for local road maintenance, plus a variety of other duties up to and including urban-type services like garbage collection and police protection.

Usually, the town board is composed of three supervisors. But it may have up to five and exercise village powers if the population is 2,500 or more. 


Towns Immediately Surrounding City of Waupaca
Four townships surround the City of Waupaca. They are:
  • Town of Dayton (southwest of the city, including southern portion of the Chain of Lakes), population 2,734.
  • Town of Farmington (generally northwest of the city, including northern portion of the Chain), pop. 4,184.
  • Town of Lind (southeast of the city), pop. 1,381.
  • Town of Waupaca (northeast of the city), pop. 1,155.

Since Waupaca is located in the southwest corner of Waupaca County, our community includes some residents of Portage and Waushara Counties, as well as Waupaca County.

  • Town of Scandinavia
  • Town of St. Lawrence
  • Town of Weyauwega
  • Town of Belmont
  • and more.

Note: King, Wisconsin, postal area code 54946, is site of the Wisconsin Veterans Home at King. The home has its own post office and mail can be delivered to post office boxes there, but King is not incorporated. Thus, homes and businesses in King have Waupaca street addresses, may have King postal box addresses and actually are located in the Town of Farmington.

The "Yankee village" of Rural is another unincorporated area with a Waupaca address. It is located in the Town of Dayton.
